The research focuses on addressing global housing shortages in developing countries. By 2030, 3 billion people may lack adequate housing, necessitating 96,000 affordable and sustainable homes. Traditional construction faces challenges like labour shortages and weather delays, making it inefficient. Modular Construction (MC), which builds modules in factories for on-site assembly, is proposed as a solution. The study aims to develop a model for adopting MC in low-rise buildings in Saudi Arabia and Pakistan. It uses bibliometric, qualitative, and quantitative analyses, including surveys of architectural, engineering, and construction professionals. The study will help policymakers and AEC professionals to develop effective policies to overcome the obstacles related to the pressing problem of housing shortages in the low-rise building sector of developing countries.
