Rationale

The organisation of health care at any level has its origins in the historical, political, economic and socio-cultural influences that shape the development and implementation of health policies. It is important that health care managers, educators and senior clinicians understand and are able to respond in an informed manner to the shifts and changes in health policy that impact on the delivery of health care at any level within their community.

Synopsis

This post graduate course focuses on health policy from the perspectives of history, development, critical analysis and review. It will facilitate the student to develop an understanding of how health policies are developed and how they impact on both the delivery and the receipt of health care. Students will be guided in how to conduct a critical evaluation and review of a health policy utilising a Policy Analysis Framework. Using this analysis, students will then develop recommendations to improve the structure and application of the policy to health care outcomes.

Objectives

On successful completion of this course students will be able to:

  1. Demonstrate a clear understanding of the difference between a policy, a protocol and a procedure;
  2. Define health policy and articulate how historical, political, economic and socio-cultural influences can shape the development and implementation of health policy at any given level;
  3. Identify the basic concepts of policy analysis and critically analyse a health care policy that impacts on the student’s area of practice using a policy analysis framework;
  4. Apply the results of this policy evaluation and review to develop recommendations for health policy change to improve health care outcomes.
  5. Demonstrate competence in and appropriate use of language and literacy, including spelling, grammar, punctuation and bibliographic referencing.

However, it is the student’s responsibility to study all the material provided to them or required to be accessed by them to maximise their chance of meeting the objectives of the course and to be informed of course-related activities and administration.

  2. Requirements for students to complete each assessment item satisfactorily:
    To complete each of the assessment items satisfactorily, students must obtain at least 50% for each assessment item.

  3. Penalties for late submission of required work:

  4. Requirements for student to be awarded a passing grade in the course:
    To be assured of receiving a passing grade a student must achieve at least 50% of the total weighted marks available for the course.

    The final grades for students will be assigned on the basis of the aggregate of the weighted grades obtained for each of the summative assessment items in the course.

Assessment notes

  1. The due date for an assignment is the date by which a student must despatch the assignment to USQ electronically on the course ¾«¶«´«Ã½app Desk. In the event that a due date for an assignment falls on a local public holiday, such as a Show Holiday, the due date for the assignment will be the next day. Students are to note on the assignment cover sheet the date of the public holiday. The onus is on the student to provide proof of the submission date, if requested by the Examiner.

  2. In accordance with the Faculty of Sciences and USQ regulations an Examiner may grant an extension of the due date of an assignment in extenuating circumstances. Such requests must be made to the Examiner before the due date and must be accompanied by the appropriate documentation.

  3. Students must use the assignment templates (.doc documents) provided on the course ¾«¶«´«Ã½app Desk for electronic submission of assignments. The templates include an assignment Cover Sheet and Marking Criteria and must be submitted in a Microsoft Office Word 2007 compatible format.

  4. Students must retain a copy of each item submitted for assessment. If requested, students will be required to provide a copy of assignments submitted for assessment purposes. Such copies should be despatched to USQ within 24 hours of receipt of a request to do so.
